Developments over the last two decades have made public procurement law one of the most exciting and rapidly evolving areas of law. Given the extent to which legal rules now govern the day to-day conduct of most public procurement activities, knowledge of procurement law has become vital for anyone working in public sector procurement.

This module first examines basic concepts in procurement regulation, specifically the guiding principles of regulatory provisions (such as value for money, integrity, accountability, social development, and procedural efficiency) and their relationship with each other, such as the key principles of transparency and competition through which such objectives are implemented and valid justifications for circumventing the said principles.

The module then considers how these objectives and principles are typically implemented and balanced in regulatory rules by reference to a study of the main rules of the UNCITRAL Model Law on Public Procurement, as reflected in the Legal Framework of Public Procurement in Rwanda. This module covers regulatory rules on the scope of public procurement rules; procurement methods for goods, construction and services; qualification and pre-qualification; specifications; bid evaluation; award of contracts; as well as review organs (bid challenge/remedies) for those disatisfied with the outcome of a procurement process. We shall also discuss spepcific selection methods for consultancy services.

The course shall conclude by addresing key aspects of contracting, contract management as well remedies in contract law. Time permitting, we shall also review the report, findings and recommendations of the MAPS Review Report jointly conducted by the Government of Rwanda and the WorldBank in 2022, with a matrix of recommendations that, having been agreed by the GoR, we must assume, are in the process of implementation.

Coursework shall consist of notes, review of cases and findings by the Independent Review Panel, the MAPS Assessment Report, and distributed materials throughout the course. Class participation is strongly encouraged and shall be graded, along with assignments and coursework examination.


In any organisation, many of the costs are related to the purchases of products and/or services. Any organisation will also be supplying products and/or services to their customers. This module is designed to provide an overview of the tasks associated with the procurement and supply chain function.  On completion of the module, learners will be able to identify the fundamental roles and activities, the systems, procedures, processes and contracts associated with the procurement and supply function.

This module sets out to provide an understanding of how logistics could fit in an organization.

The module then considers how these objectives and principles are typically implemented and balanced in regulatory rules by reference to a study of the main rules of the UNCITRAL Model Law on Public Procurement, as well as the Legal Framework of Public Procurement in Rwanda. Having had 4 days of face-to-face learning, the remainder of the course shall be delivered through eLearning.
